Top 10 States According to US News Higher Education Rankings
U.S. News ranked the best states for higher education based on metrics such as the percentage of college degree holders in each state, graduation rates, the cost of in-state tuition and fees, and the burden of federal student loan debt. Note that the rankings favor outcome-based metrics, for example, measuring the share of residents who have earned a degree rather than the dollars spent on education per capita.
1. Florida

Florida is known for its dense population, large GDP, and consistently high rates in education rankings. The state has a high economic growth, though it carries an average rate of employment and relatively high affordability scores. As for education, the state has an 88% high school graduation rate, and many top-performing institutions are scattered across cities such as Miami, Jacksonville, Tampa, Fort Lauderdale, and the capital, Tallahassee.
Florida’s public university system is among the most affordable in the nation. Some of the best state universities and community colleges in the state are the University of Florida in Gainesville, Florida State University in Tallahassee, the University of South Florida in Tampa, and many more. The University of Florida, in particular, has ranked No. 7 among all U.S. public universities for eight consecutive years as of the 2026 U.S. News Best Colleges rankings. The University of Miami is the top private institution, while Embry-Riddle Aeronautical University in Daytona Beach is the largest aviation school in the U.S.
2. Wyoming

Wyoming, the Equality State, is not only known for its tourism and infrastructure but also for being the first state in the nation to grant women the right to vote. Its economy relies on coal production as the country’s top producer, and on major industries in agriculture, energy, and engineering. The rankings also noted a slightly above-average employment rate and economic opportunity. As for education, the University of Wyoming in Laramie stands out as the state’s flagship institution, with particularly well-regarded programs in agriculture, energy, and engineering.
As there are limited options for higher education within the state, students from Wyoming seeking out-of-state admissions can attend colleges and universities in 14 participating western states at lower out-of-state tuition through the Western Undergraduate Exchange (WUE) program. WUE enables eligible students to enroll at over 170 participating public colleges and universities and pay no more than 150% of the enrolling institution’s resident tuition, saving students an average of $12,517 per year on nonresident tuition costs.
3. Washington

Washington is famous for its geological diversity and its role as a key exporter in the U.S. Hence, it has one of the highest-rated business environments in the country, as well as above-average economic growth, especially in the food and agriculture industry. It has an 85.8% high school graduation rate, and its top educational institutions are mostly publicly funded and concentrated in the Seattle area. These include the University of Washington, Gonzaga University, Seattle University, Washington State University, and many more. Students from Washington can also attend out-of-state colleges through the Western Undergraduate Exchange.
The state’s economy is a significant draw for graduates, particularly in the food and agriculture, aerospace, and technology sectors, the latter centered in the Seattle area, which serves as the headquarters for global companies such as Amazon and Boeing.
4. Colorado

Colorado, the “Centennial State”, is home to a geographically diverse landmass and abundant natural resources, which are a boon for its tourism industry and economy. The state also has a strong presence in technology and the military, including the US Air Force Academy, which ranks 2nd among top public schools nationally. It has a relatively strong employment rate, solid academic growth, and one of the highest economic opportunity rates in the country. Colorado’s 82.7% high school graduation rate is supported by a higher education scene that is notable for its engineering and applied science degree programs. These are mostly located in metropolitan areas such as Denver, Colorado Springs, Boulder, and Fort Collins. Standout institutions include the Colorado School of Mines, University of Colorado Boulder, University of Denver, Colorado State University, and many others. Colorado is also a WUE-participating state, giving eligible out-of-state students access to significantly reduced tuition.
5. California

California’s inclusion in this list reflects its extraordinary academic infrastructure rather than overall state performance, where it ranks significantly lower due to well-documented affordability and cost-of-living challenges. As the most populous state in the US with a high immigrant population, it is also the wealthiest and most sociopolitically influential state in the nation. Its most taxed industries are entertainment, Hollywood stars in Los Angeles, and tech giants in Silicon Valley. It also has the highest business environment in the country.
California has an 86.2% high school graduation rate and a mix of small liberal arts colleges and large research institutions. Some of its best (and famous) higher education institutions are Stanford, the University of Southern California, California Institute of Technology, and the University of California campuses. 6. South Dakota

South Dakota, home of the famous Mount Rushmore, is an agriculture-centric economy supplemented by a growing tourism industry. It holds the 13th best economy in the country, with the 2nd highest employment rate and 4th most affordable cost of living across the U.S.
As for its education scene, South Dakota has an 84% high school graduation rate, and its higher education is particularly strong in the fields of mining, engineering, and applied sciences, led by the South Dakota School of Mines and Technology.
Other notable institutions in the state include the South Dakota State University, the University of South Dakota, Augustana University, the South Dakota School of Mines and Technology, and Dakota Wesleyan University, among many more. Students from South Dakota can also apply for out-of-state admission through the Western Undergraduate Exchange.
7. Utah

Utah is the highest-ranked state in the country overall, with visibly low crime rates, strong economic standing, the 3rd highest employment rate, 6th best economic growth, a stable government credit rating, and the best infrastructure services nationally. However, it is also among the most polluted states in the country, with relatively low air and water quality ratings.
It has an average of 88.3% high school graduation rate, far surpassing the national average. Brigham Young University–Provo is the state’s most nationally recognized higher education institution, followed by the University of Utah, Utah State University, Westminster University, Snow College, and many more. The state also participates in the Western Undergraduate Exchange, offering its residents access to reduced tuition at participating institutions across the western region.
8. Nevada

Nevada, home to Las Vegas, has an economy centered on tourism and entertainment, earning its reputation as the Entertainment Capital of the World. It has one of the best infrastructure ratings in the country, a bit above-average employment rate, and below-average affordability rate. Much like Utah, Nevada also faces challenges with air and water quality. It has a high school graduation rate of 81.4% and the 6th lowest in debt at graduation, a meaningful advantage for students who prioritize low education costs. Top higher education institutions in the state, and in the country at large, include the University of Nevada-Reno, University of Nevada-Las Vegas, Nevada State University, Great Basin College, and many more. The University of Nevada, Reno is notable among WUE participants for offering the tuition benefit across all academic majors without restriction. Nevada is also a WUE-participating state.
9. North Dakota
US News Rankings: #9 Higher Education and #12 Overall Performance Ranking
North Dakota heavily relies on the agriculture industry. It is historically known as home to the first national park of the country, established by Roosevelt’s preservation of his former hunting grounds. It has one of the highest rates in the country for affordability and economic opportunity, with the 5th highest employment rate nationally. It also has an 83.2% high school graduation rate. As a small state, most colleges are located in the capital city, Bismarck. Notable institutions include North Dakota State University, University of North Dakota, University of Mary, Valley City State University, and many more. Residents who wish to apply to institutions outside North Dakota can also get a discounted tuition fee by applying through the Midwest Student Exchange Program (MSEP). MSEP offers an average annual tuition savings of $7,000 across more than 70 participating institutions in eight Midwestern states.
10. Wisconsin

Wisconsin is a major agricultural state, with dairy and the manufacturing industry as its largest economic drivers. It is notable for its relatively affordable cost of living, solid employment rate, and good economic opportunity.
It has a 90.5% high school graduation rate, one of the highest in the nation. Its higher education scene, mostly centered in Milwaukee, has a range of midsize liberal arts colleges and large research-focused universities. Leading institutions include the University of Wisconsin-Madison, Marquette University, Edgewood College, University of Wisconsin–Milwaukee, Concordia University Wisconsin, and many others. For out-of-state admissions, students can apply to institutions outside Wisconsin through the Midwest Student Exchange Program and pay a discounted tuition fee.
